AB 953: The Racial and Identity Profiling Act

AB 953 mandates the creation of the Racial and Identity Profiling Advisory (RIPA) Board, for the purpose of eliminating racial and identity profiling and improving diversity and racial and identity sensitivity in law enforcement.

Agencies are required to start collecting based on the following timelines:
  • July 1, 2018: LEAs with 1,000 or more officers
  • January 1, 2019: LEAs with 667-999 officers
  • January 1, 2021: LEAs with 334-666 officers
  • January 1, 2022: LEAs with 1-333 officers
RIPA requires each agency to submit its data to DOJ by April 1st of the following year. Agencies have the following options to submit stop data to the DOJ Stop Data Collection System:
  • DOJ-hosted Web Application
  • Web services
  • Secured File Transfer Protocol
