AB 953 mandates the creation of the Racial and Identity Profiling Advisory (RIPA) Board, for the purpose of eliminating racial and identity profiling and improving diversity and racial and identity sensitivity in law enforcement.
Agencies are required to start collecting based on the following timelines: - July 1, 2018: LEAs with 1,000 or more officers
- January 1, 2019: LEAs with 667-999 officers
- January 1, 2021: LEAs with 334-666 officers
- January 1, 2022: LEAs with 1-333 officers
Each agency is required under RIPA to send its statistics to the DOJ by April 1st of the following year. To transmit stop data to the DOJ Stop Data Collection System, agencies may use one of the following methods: - DOJ-hosted Web Application
- Web services
- Secured File Transfer Protocol
